Under the conditions of market economy, public Service is the core issue to play the role of government and to fulfill of government functions, but also the issue to promote economic growth and social development in theory and practice. With economic development and people's living conditions improve, people's demand for public services and the continuous requirements of quality improve fast. In order to meet the needs of the public, improve the quality of public service is necessary. In order to implement the scientific concept of development, speed up the pace of building a socialist harmonious society, we should conscientiously sum up the achievements of public services national and international experience, to build a impartial,wide-coverage, moderate, development public service standardization theory system. Firstly, this article in summarizes the domestic and foreign research present situation foundation, according to our public service development demand, utilizes the economic and management science, constructed the public service standardization theory system, has provided a guide and the frame for the public service standards research. Secondly, the public service standardization modes are given:the government full leading mode, the government guide mode and the government supervision mode. Thirdly, the paper constructed public service standard implement system and work out the operating mechanism and measures. And then, on the bssis of the relevant theoretical research, the paper build a public service evaluation index system, work out the TOPSIS evaluation method based on entropy weight for the standardization of public services, provides a theoretical basis for follow-up study.
