In recent years, with the variations of domestic and international macroeconomic situation and the development of "A" Bank of PBC function positioning, The maladies of "A" Bank human resource management have become obstacles for the discharge of a function. So, analyzing the advantage and disadvantage of "A" Bank human resource management, promoting performance of employees and organization by constructing competency index system is therefore tremendously significant.This paper first analyzes systematically the existing human resources situation of "A" Bank of PBC, and takes meticulous introduction about historical evolution and to A function orientation and the managerial hierarchy. Based on the analysis of existing human resources management system status and its advantages and disadvantages, analyzes the necessity of constructing competency index system. Second, this paper concretely expounds the design thinking and basic principles of constructing competency index system. By means of materials collection, questionnaire and interviews, this paper constructed primary competency index system. Based on AHP Normalized Interval Weights Vector, this paper filtrated the index system.. Finally, this paper expounds the guarantee measures for application of competency index system, including organizations strategy and organizational culture and operating mechanism.
