Competence evaluation of Employees is the requirements of the present human resource management scheme development. While the reform of electrical industries develops and the technologis of electrical systems is enhanced, the scale of human resources is increasing and the overall capabilities towards employments are enhanced. Traditional management and evalution ways become inadaptive to the present requirements. Therefore, reforming the present human resources management scheme is one of important steps for enhancing the overall management of power supply companies, which include applitions of more scientific and efficient human resources evaluation systems and methods.This paper first introduces the theories about human resources evalution, including basic evalution defination and systems, its development inside and abroad as well. And, the present human reource management shceme and its problems is analyzed in detail, with results that the managerial solution is proposed. Among all, the scientific and adaptive human resource evalution system, the scientific evalution methods is important to the human reource evvalution process in practice.Based on competence, the main contents of the novel human resource managemnt mode is emphasized, in which the recognization and modeling methods are investigated. Further, the effecting factors towards competence evalution are summarized. Thus, the new carrer-oriented human resource evalution system is proposed based on competence with detailed introduction about its contents and thinking ways.Then, the present human resource management problems in power supply companies are analyzed. The undergoing reform of electrical industries requires the human resource management shceme to change. Under new conditions, it is important to reform and construct new human resource management shceme in which evalution shceme plays an important role.Further, this paper proposes to build a competence-based human reource evalution system in power supply companies. As necessary, the characteristics of human resource evalution in power supply companies is discussed, the usual workflow model as well. And, the human reource evalution methods towards administrative, power marketing employees and operation technicians are concluded to architected hierarchical analytical method with sample applications in the Shapingba power supply company. Finally, the evluation practice is proved to meet the expected effect.This paper studies the novel human resource evaluation in power supply companies. In the expected competence-based human resource management system, the new competence-based evalution method is proposed and applied in practice, and can help power supply companies to enhance the work of human resource management . It is proved that the study is of some theoretical values and practical values by the practical effects.
