Human resources serve as the core of the enterprise resources in the knowledge economy. Competition among enterprises is basically competition of the talents. Recruitment is crucial to acquire proper talents for enterprises. It is proved that the traditional recruiting method by evaluating the applicant's experiences, diploma, knowledge and techniques can no longer meet the modern enterprises' requirements of selecting and identifying high-quality talents. Therefore, developing a recruitment model based on competence is the effective way to solve the above-mentioned problems, which is of importance for the enterprises to obtain sustainable competitiveness.This paper firstly elaborates the theories concerning competence, competence model and its establishment, followed by a comparison of recruitment models based on competence and the traditional way. Hence, the advantages with the former model are proposed. Then the current state of human resources management and recruitment in Company F is analyzed and the extant problems are diagnosed. Thirdly, a competence model is set up by a series of processes, i.e. target position setting, responsibilities identifying, analysis sample selecting, interviewing, data arranging, model constructing and evaluating, etc. Based on these processes, the company's human resources recruitment testing system is designed. Besides, the effect of the system is evaluated in terms of new employees' dimission, employing cost, qualified rate of probation period, communication costs and the company's attraction. Finally, sales manager of Company F is set as an example to check the model, which demonstrates the advantages and disadvantages of the model and the suggestions are proposed accordingly. The research methods of this paper can be used not only in F Company, but also in other high-tech enterprises.
