Research On The Function Of Government In Agricultural Catastrophe Insurance System

In recent years, the frequent natural disasters call agricultural catastrophe insurance, establishing and perfecting the suitable agricultural catastrophe insurance institutions for China's national conditions has become the focus of the society, and also become an important subject of current academia. Whether the government intervenes appropriately, and how to intervene agricultural catastrophe insurance, relate directly if agricultural catastrophe insurance can develop smoothly, influence the rural economic development and social stability. First,This paper positions the governments'functions of agricultural catastrophe insurance,and elaborates government's leading actions theories related to agricultural catastrophe insurance, to analyze the government in agricultural catastrophe insurance construct the role of the theoretical foundation. Then, the article analysises the "double cold" phenomenon of current agriculture catastrophe insurance supply and demand, and points out the basic reason is that the absence of government function,for example, lack of legal guarantee, policies and support slack, unperfected organization system and risk scattered mechanism, construction of disaster prevention and mitigation lag behind, etc. Finally, based on the experience of the developed countries for government support agricultural catastrophe insurance development and the reality of our country, the paper puts forward countermeasures to strengthen the government functions, promoting agricultural catastrophe insurance development:sounding the regulations and laws of agricultural catastrophe insurance; issuing and implementing agricultural catastrophe insurance policy;perfecting agricultural catastrophe insurance institutions system; perfecting the risk transfer mechanism for agricultural catastrophe insurance; strengthening the financial regulation; and perfecting the agricultural catastrophe insurance supporting measures.
