A Study On The Innovation Of Agricultural Land Institution Based On Chinese Reral Social Transformation

Agricultural Land system exerts significant impacts on the development of agriculture, land resources protection and utilization, the macro-economic operation and the efficiency of industry as well as political stability in rural areas.The system has the properties of efficiency and stage. With the in-depth transition from the planned economy to market economy and the acceleration of transition from traditional rural society to modern industrialized society, the drawbacks of China's agricultural land system gradually become obvious and the innovative forms of domestic agricultural land system emerge one after another. Therefore, it enjoys theoretical and practical significance to combine the features of the transformative society and the rural society with the existed implications from the innovative design practice to provide approaches for the innovation of agricultural land system.This article analyzes the essence and the value orientation of social development goals during the transitional period in China by elaborating the requirements of social control during the transitional period and the social development background of the urban-rural dual structure.At the same time, this article also analyzes rural individual members, organizations and social properties from diverse perspectives ranging from the micro and meso level to the macro level. This article's theoretical framework is built on the foundation of combining the urban-rural integration theory.There are interactions between the innovations of agricultural land system and the transition of the rural society. Using the transitional features in rural society, this article analyzes the requirements that the agricultural land system meets in the transition of rural society. This article also reveals the agricultural land system's drawbacks existing in the property system, circulation system and the protection of the peasants" land rights and interests system while analyzing the reform of the current land system. On the basis of the drawbacks in China's agricultural land system, this article further analyzes the effects that the current agricultural land system exerts on the rural society, the tragedy of the commons and the deterioration of public land resource management as well as the infringement on farmers" rights and the generation of "evil people" In order to provide the innovative route of agricultural land system with the realistic basis, this article also acquires realistic experiences or implications by means of domestic innovation design practice in agricultural land system. This article illustrates and analyzes the three modes emerging in the domestic" The contacted management of land for urban social security ".Besides, using comparative analysis, this article analyzes the similarities and differences between the three modes and, from the perspective of the institutional demand and supply, obtains the following experiences and implications:In terms of the institutional demand, domestic innovations in agricultural land system stem from the needs of rural society transition and the national strategic needs derived from the transition of the society as a whole. The main body of demand includes rural society and the government which is regarded as the nation representative. Innovations in agricultural land system can be stipulated by some factors such as the changes of member structure, organization evolution and the changes in the properties of rural society. Regarding the institutional supply, the government plays a major role in China's institutional supply. With the dual identities, the government may make excessive innovations in agricultural land system; thereby the protection of the traditions in rural society will be placed in a less important position.According to the requirements that agricultural land system innovation meets in the transition of rural society, this article puts forward the path choice of innovations in agricultural land system including the goals, principles and the concrete ideas of innovations in agricultural land system, combining the enlightenments of domestic exited innovation design practice in agricultural land system, the needs of social control in transition and the Urban-rural integration theory.
