Research On Home Appliances To The Countryside Policy On The Basis Of Governmental Exective Ability

As a country with a long history of agriculture and a large agricultural population, agriculture plays an important role in the economic and social development in China. The policy of selling household appliances to the countryside is of great significance in expanding domestic demand, promoting economic developmen,t improving farmers lives and building a new socialist countryside.Based on governmental executive ability and its mechanism, this paper analyzes the implementation of the policy of home appliances to the countryside from executive body, object, environment, systems, resources, and it makes a research on the policy of home appliances to the countryside of Dongguan city, combined research and empirical analysis, etc. It brings up some policy measures to promoting home appliances to the countryside, which can be proposed for other regions learn from experience.Based on the research ideas, the paper is divided into seven chapters.Chapter 1 is introduction. It illustrates the significance and the purpose of the research. This paper hopes to solve the problems of the execution of Dongguan home appliances to the countryside through analyzing the factors in Dongguan home appliances policy and reserch at home and abroad. The measures it puts forward can be used in other regions.It builds the foundation in the theory, by defining the meaning of execution, governmental execution and relevant theories of governmental execution in the Chapter 2.Chapter 3 is the overview of home appliances to the countryside. It gives the background of the research by interpreting the background, meaning and contents of the countryside appliance policies.Chapter 4 is about the history and problems of our country's home appliances to the countryside. The policy has some problems while achieved sales performance, such as public services are not in place, stakeholders on the policy response is not high.Chapter 5 is a case study of policy implementation of Dongguan. On the basis of describing the status of policy implementation of Dongguan, it points out that there are several problems in the executive body, object, environment, systems, resources. Such asprice, quality, after-sales service can not satisfy the farmers, the irrational distribution of sales and service outlets caused farmers inconvenience. And it also put forward some measures to solve these issues, including enhance government management, reduce sale processes, lower product cos,t simplify processes of subsidy provision and perfect after-sales service.In Chapter 6 It summarizes some learning experience for other areas from the Dongguan study, including Improving the publicity and supervision of policy implementation subject, initiativing the implementation object and other stakeholders, improving the implementation environment and so on.Chapter 7 comes to a conclusion. To improve the execution of Dongguan's home appliance, there are some measures can be done. First, the policy should be altered to be perfect. Second, government must play an important role in the supervision. Third, it calls for increasing the enthusiasm of participants in policy.
