Study On Public Decision-Making Capacity Of Local Government In China

Local governments of China are the direct participants to provide public goods and services in education, technology, culture, health care, social security, urban and rural public facilities, whose public decision-making related to the issues of people's livelihood. In reality, the method to adjusted and coordinate people's interests is the various policies, which behave in the form of guidelines to bound human behavior. In the decision-making system, what people are most concerned about is: whose requirements of interests is reflected in the decision-making, how the public social question get into policy agenda, who are the decision-makers and how they make a decision, and the decisions they made whether can really solve various public problems encountered in society, which is the manifestation of public decision-making capacity. With the economic restructuring and social change, and the gradual diversification pattern of social interests, new situations and new problems are emerging, which is a test for the capacity and quality of public decision-making of local government in China.At present, the study on public decision-making of local government in China is not deep enough, especially the study on public decision-making capacity of local governments hasn't met the needs of development to decision-making. Many scholars emphasis base on the system to study the quality of public decision-making, and rarely involve the study on personal factors of decision-makers. When study public decision-making capacity we should base on the subjective factors of decision-makers and objective factors of system, "two-pronged" and grasp with both hands.This paper attempts to systematic study the public decision-making capacity of local governments with value system specification analysis method to provide a comprehensive study on required capacity and its inadequacy in local government public decision-making process, with which to improve public decision-making capacity in my own carding. This study is composed of four parts:The first part: The purpose and significance of the topic, capacity at home and abroad relevant studies. This section discusses the background of the paper topics, theoretical and practical significance, and introduce domestic and foreign scholars from different angles to the study on public decision-making capacity status.The second part: The overview of public decision-making capacity in local governments. The local governments'public decision-making is a special form of achieving the national administrative functions. It consists of elements of subjects, objects, resources, forms and so on. Public decision-making capacity of local governments is a function of energy using public powers to perform its'statutory duties, integrate the public interests, solve the public problems and achieve its'administrative functions. Linked to the functions, it has the abilities to regulate and control the public behaviors, guide the public perceptions and behaviors, coordinate various social interests and distribute social resources justly. Associated with the connotations, it contains capacities of discovering and validating decision problems, confirming decision target, gathering and processing decision information, evaluating and selecting decision program, which is an organic whole. The brace of this paper is basic on theory of decision-making process, theory of consultation system and theory of decision-making ethics.The third part: The status of local government decision-making capacity and its values assessment analysis. This section target to the development status of local governments public decision-making capacity and the inadequacies, and focus on the comprehensive qualitative value assessment analysis of decision-making capacity. In the actual process of local governments'public decision-making in China, this paper find public decision capacity that there are drawbacks as value of decision-making deviating from public, industries and sectors uncoordinated in the process, lacking of diversified participation and decisions change following the fulfillment governments'term of office and so on. The reasons for these can be follows: decision-makers with psychological barriers, the whole social decision culture hasn't taken shape, the'internal input'pattern is dominating the decision-making, the internal structure of decision-making is irrational and innovation of decision-making is inadequate. And insignificancy of decision-making abilities will feeble the local governments'credibility and basis of legitimacy, increase the social and governments'costs, make the public decision-making lose value of fairness and justice.
