Research On The Evaluation And Promotion Measures Of The Local Government’s Public Service Capacity Of The Shandong Province

The service-oriented government is a new development model of a moderngovernment. In order to build a service-oriented government, we need to improve thegovernment’s public service capacity. The premise and basis of the various services,which provided by the service-oriented government for the public, is thereinforcement of the government’s public service capacity.How the local governments can keep strengthening the capacity of publicservices, and contribute to the sustained and healthy development of our localeconomy, has become an important topic before us. The public service theory paysmore attention to the ability of central government, but for how to improve the localgovernment’s public service capacity, contribute to the sustained and healthydevelopment of our local economy, and ultimately form a comprehensive andsystematic theoretical system. It is particularly urgent and important to study the localgovernment’s public service capacity and the contribution to the economicdevelopment, and discuss how to improve the public service capacity of localgovernment. Therefore, we will combine the specific situation of Shandong Province,and discuss how to improve the local government’s public service capacity of theShandong Province.Based on the extensive investigations and in-depth study, we access to a largenumber of research achievement and the latest research dynamic of domestic andinternational in this field, combining theoretical analysis with empirical analysis,using mathematical statistics and analysis methods, factor analysis, and compareanalysis. The theories of public goods, new public services, and voting by foot are thetheoretical bases of the local government public services. In this paper, the public service capacity of local financial is divided into fiscal expenditure capacity, fiscalrevenue capacity and financial self-sufficiency, respectively defined as the materialsupport, target carrier, and efficacy performance of the financial capacity. By meansof the transverse and longitudinal assessment of17cities in Shandong Province, Wefind the problems of local finance public service capacity in Shandong Province. Thelongitudinal comparative analyze the changes of financial public service ability of theShandong Province, after the tax system reform. The comparative analyze differencesof the ability of local financial services of17cities in Shandong Province. From theaspects of ideas, systems, economic development, this paper analyzes the reasons thatlead to these problems. For the ideas, the problem is the obvious contradiction ofsupply and demand between the government and the public, and the lack of effectivecommunication between the two sides. For the systems, the problem is mainlyaffected by the public service supply system and transfer payment system. For theeconomic development, the problem is mainly affected by the industrial level,ownership structure and non-standard foreign investment.In the empirical aspects, according to the principle of objectivity, considering theoperability of the indicators，taking Shandong Province as an example, the thesis setsquantitative evaluation criteria, selects important factors, which impacting the localfiscal expenditure capacity, fiscal revenue capacity and financial self-sufficiency, tobuild local financial public service capacity evaluation index system.. Then,by themethod of factor analysis, the paper calculates relevant data of the17cities inShandong Province, exposes differences in public services ability, compares thestrength of local fiscal capacity, and gets the main factors, and sorts the public servicecapacity of local finance. According to the empirical analysis，we can view the levelof public service capacity of local finance in Shandong Province, provide referenceand basis for the assessment of public service capacity of local government, and thenput forward specific, actionable policies and recommendations. By the discovery of Shandong Province, this paper put forward the basic ideasand policy recommendations to enhance the local financial public service capacity ofShandong Province. Include: making clear the functions of government, defining thedivision of Financial and property rights; training local stable financial resources,standardizing system of transfer payments, deepen the Province administrating countysystem reform; recommending mechanism of market competition, and create a socialcoordination mechanism, and so on.
