Research On The Operation Mechanism Of Technical Task Force

The reform of rural Administrative system reform and socialist market economy system have improved gradually since the reform and opening. The old agriculture technology extension system goes into a situation of broken line, broken net and scattered humans. And it caused a dual contradiction of insufficient effective demand and insufficient effective supply. So how to offer a good way to balance the demand and supply in agriculture technology to satisfy the farmers'needs is a major issue.Technical Task Force (TTF) system initiated by Nanping City, Fujian Province under a crucial situation that the agricultural products were hard to sell; it could increase output without increasing revenue; collective economy was weak enough; farmers had no idea about the agricultural economy structure adjustment. To solve those problems, TTF, focusing on strengthening rural Scientific and Technology (S&T) service, removing the main bottleneck problems in rural development, and innovating the rural working system, entered into effect in March of 1993. It is an innovative rural S&T service system resulted from innovation in practical mechanism and system. After its implementation, all modern factors of production were brought into the rural, increased the output, promoted the agricultural development, and created a win situation among government, TTF, and peasants. It is a creative rural S&T service system and supplements, a successful practice to handle the inadequate technological strength at the grassroots level and absence of S&T service.TTF is such a system that takes farmers and TTF as the mainstay, knowledge a support, satisfying S&T needs in Rural a fundamental starting point, and asks the TTF to go deep among the grassroots in order to establish an interest community of"risk and profit sharing"with peasants, corporate champions, and Economic Cooperation Organization, and launch S&T service and start businesses. The essence is to make huge welfare by means of integrating production factors, like S&T knowledge, capital and management, and factors featured by land and labor force in traditional agriculture, combining labor, land and TTF'wisdom together. The TTF improves the profession in the division of labor and institutionalization, helps organic combination and rational flow between factors, such as high-tech talent, S&T achievements, land and capital, provides a new mode and perspective to satisfy scientific needs; TTF make social progress, spread knowledge, and popularize the S&T achievements. TTF play a more significant role in establishing new rural communities, serving"three rural issues". While as a new mechanism, its operating system needs further improvement and creation to serve ruralization. Based on deep study of the related materials at home and abroad, the paper analyzes TTF in a many-sided way, summarizes the conceptions and characteristics, current situation and problems of TTF operating system, and the main factors influencing its operation; offers 4 fundamental principles and 6 TTF operating system consisting of macro-control, supply and demand balance about the flow of talent, risk prevention and compensation, and information dissemination.
