Construction Of The Technical Task Force Under The Three-Dimensional View Of System, Technology And Organizationan

The Technical Task Force is put into practice in 1999, a system innovation for rural technical service, originated from practical innovation. After so many years' practice, the technical task force's factions become obvious, it has made contributions to the increase of farmers'income and rural development. The urgent problem at present is how to perfect the technical task force. In my paper, taking the technical task force in inner Mongolia as an object, from the system,technology,and organization, I analyze the technical task force.In this thesis, I analyzed the background and root of birth of "technical task force", described the current situation of technical task force; based on the system,technology and organization, from those three perspectives, I analyzed technical task force theoretically, and put forward the basic theories of technical task force:"Public Goods Theory" and "Institutional Change Theory".Based on the investigation, from the scope,leaders,system creation,service method and its function, I talked about some problems happened during the practice of inner Mongolia technical task force; described the working mode in Nan Ping,Ning Xia and the mode abroad, such as America,Japan, Korea; finally, from the system,technology and organization, I put forward some methods of how to perfect the technical task force.
