Study On Rural Science And Technology Service Behavior And System Construction Based On The Technical Task Force

China is currently in a critical period to protect the food security and promote the development ofmodern agriculture, the service of agricultural science and technology has a protection role forachieving effective supply of agricultural products and agricultural sustainable development, is the keyto the development of modern agriculture. The Technical Task Force system is an important part of newrural technology service system and the national science and technology innovation system. This paperfocused on the service behavior and its system of the Technical Task Force, carried out theoreticalanalysis and empirical research on the existing constraints of the Technical Task Force behavior inpractice and the influencing factors of the Technical Task Force system. The author use official statistics and per capita relative index, performance evaluation ofthe Technical Task Force was done,by using factor analysis and official statistics on the country's31provinces technological service system in rural areas of the Technical Task Force system,andinfluencing factors of rural science and technology of service performance were obtained. The paperproposed the Technical Task Force service system path.The paper concluded that: The Technical Task Force rural service system was an important part ofnew rural technology service system and the national science and technology innovation system. The behavior of the technical Task Force of rural technology services was of composite properties, includingthe combination of public service and paid, entrepreneurs and technical services,the integration ofproduction. The behavior of the technical Task Force need to be driven by the government and marketin order to solve the supply of technology services in rural areas of government failures and marketfailures. To improve the Technical Task Force rural technology services need to boot from the macroand micro levels. The scientific and technological service capabilities, integration and innovationcapability as the core of scientific and technological resources, organizational capacity, training, and soon, were the important component of the entrepreneurial capacity of the Technical Task Force. Animportant way to enhance the performance of the Technical Task Force service system, included therole of the leading role of the Technical Task Force's entrepreneurial behavior, government financialsupport and guiding role, multi-dimensional role in safeguarding and the full role of market mechanism.Policies and regulations support, information support, financial support, training support were importantpath to promote the Technical Task Force service system.
