Tourism industry is one of the most developing rapidly new industry in 21 century. But now as one of the 3 pillar industries,90% of the travel agencies are small and medium sized ones. It is often mentioned "small, bulk, weak and poor" within industry. The features of small scale and big amount determine the high competition in travel marketing. It brings great challenges to the development of small and medium sized travel agency.It pay little attention to human resources management, lacks of related theory guide and poor management level. It causes the problems of poor services qualities and high wastage rate. It brings adverse affects on travel agency's steady development.So far tourism experts do more theory research about present situation, tendency and existing problems. They lay special emphasis on the whole and little on exist in development especially HR.Firstly, the thesis combines the employee motivation theory in HR management. By analyzing HR management characteristics of market and travel agencies, it does research by questionnaire investigation and reveals existing problems in employee motivation system. Secondly, it raises to adopt effective motivation system, organizes a stable and excellent travel agency staff team and then establish themselves in a unassailable position.Finally, the research results can help enterprises to train, keep and make use of talents, improve the competitiveness of enterprises and keep enterprises going well. Meanwhile related enterprises can draw lessons from action about the management of talent loss.
