2004, after "the decision of the State Council on Reform of Investment System" issued the agent construction work has entered a rapid development and promotion of a new stage, China's 40 provinces and cities began Agent System testing and promotion. And project management from the government point of view, the core stakeholders of the principal-agent relationship is essential.Therefore, this article is necessary to use the service unit, government clients and construction agency tripartite discussion of principal-agent analysis of the relationship and build on the interest to explore the distribution of power and benefits. Since, the link is to contact the parties involved in three construction projects on behalf of the interests of profit goals and projects, this article will benefit three goals and projects as project benefits the overall profit, the three respective share of income is defined as the project proceeds, income share of the project through the introduction of principal-agent model, the three principal-agent relationship can be incorporated into a unified framework to study.In this study, the integrated use of literature analysis, inductive reasoning and other methods is to identify the core of the project stakeholders, stakeholder participation, and other stakeholders, summarize the five activities on behalf of the construction phase of the project, 19 project activities, according to the market for government focus and behalf of the construction of two different modes, for a targeted interest in research, were summed up on behalf of the government to build concentration and market-oriented model of the general division of responsibilities approach and compare its power and benefits and summarize into controversy lies. In this paper the results of international research scholars, research based on the generation of construction projects throughout the implementation of the operation, summarizes the first-generation construction projects around the division of responsibilities and rights of way, on the basis of analysis of power and responsibility on behalf of the construction project into the similarities and differences, the application of principal-agent theory to build a government client, and service unite and construction agency as the core stakeholders theoretical model to analyze the text of the coefficient on behalf of construction projects and the relationship between the optimal solution, and the proposed division of responsibilities and rights with the corresponding generation of construction project management advice.Research priorities and innovation in three aspects:(1) the establishment of power and benefits matrix analysis of the controversy lies; (2) on behalf of the construction project to build a principal-agent model; (3) based on principal-agent model proposed power and benefits allocation advice.
