And personnel management is actually the optimal allocation of human resources. Therefore, to work hard on management of stuff circulating is now the key of development of world economy. At present, china is undergoing economic system transition from a planned economy to a market economy. For China's condition is to building a socialist harmonious society. Only by strengthening the liquidity management of employees,so as to improve the staffs work efficiency, effectiveness and efficiency. And to balance the interests between enterprises and employees, the optimal allocation of human resources and material resources, and ensure the building of harmonious the success of the community.
