21st century is the era of science and technology. The technology is primary productive forces,somehow whose development is limited by humen resources Thus, talent management and use has become the dominant factor in world economic development. And personnel management is actually the optimal allocation of human resources. Therefore, to work hard on management of stuff circulating is now the key of development of world economy. At present, china is undergoing economic system transition from a planned economy to a market economy. For China's condition is to building a socialist harmonious society. Only by strengthening the liquidity management of employees,so as to improve the staffs work efficiency, effectiveness and efficiency. And to balance the interests between enterprises and employees, the optimal allocation of human resources and material resources, and ensure the building of harmonious the success of the community. This paper focuses on the impact of strengthening the liquidity management of employees to build a socialist harmonious society, and do a research from the following aspects:PartⅠ:Introducion and literature review.First of all,introduce the acadmic view of staff ciculating on concepts,causes,froms and the shortage of staff circulating management. Secondly, an overview of the back ground and the meaning of management of staff ciculating,and proposed that the scientific idea of how to enhance the methods of staff ciculating management.Finally,clarify the scope and the context of enhancing the staff circulaing management.This is the premise part of this study.PartⅡ:The significant meaning of strengthen the management of staff circulating, in the process of constructing a harmonious society.Firstly,the author studies the conception of staff circulating,and gives his views,and then,generalize the basic form of staff circulating.Secondly,outlines the characteristics of inflowing,inner flowing and out flowing respectively.Finally,discuss the significance of strengthening the management to staff circulating to individuals, enterprises and society, and sum up the sinificance to construct the harmonious society.This part is the focus of this articlePartⅢ:Analyze the causes and the problems in the management of staff circulating.This part is focus on the current situation and the trend,the problems and the causes of management of staff circulating.Combining the Marxist dialectical way of thinking,the author considers that the radical reason that causes the problem of staff circulating management is the unbalance interests between enterpriser and staffs.This is the difficult point of the article.PartⅣ:Introduce the measures that could stengthen the management of staff circulating.This part maninly introduce the specific measures and ideas that could strengthen the management of staff circulating,stengthening the human-orientde management,establishing legal rules and regulaions,improving the exiting mechanism and smmoothing out the internal flow channels and other methods.This is the end result of this article.
