Chongqing High-tech Smes Development Financing Support System

In today's world, the technological competition has increasingly become the focus between nations, and science and technology have become the first important factor of economic growth. In this context, our country considers constructing innovative country as China's basic strategy, and Chongqing has also put forward the important deployment of constructing innovative city.Under the circumstance of the price of raw material rising considerably, labor increasingly being not cheap and ecological environment deteriorating seriously, how to keep the competitive ability and improve the added value of our export products? How to adjust the industrial structure, then to realize coordinated development of economy, resources and environment? All of these require accelerating China's transformation of the mode of economic development, in order to promote the economic growth from relying on raw materials to scientific and technological progress and technology innovation.Technology-based small and mid-sized enterprises are the most vigorous group in technology innovation and technological progress and are the main rely on power in building an innovation-oriented country. Due to the high uncertainty and risk of small and mid-sized enterprises, and lack of sufficient collateral and good credit, the indirect finance system in our country with Banks as the main body can't meet the financing needs of small and mid-sized enterprise at present stage, technology-based smes' difficulties in financing seriously restricts the development of small and mid-sized enterprise.This paper takes financial support system of technology-based small and mid-sized enterprises in Chongqing as the research object, and analyzes the characteristics of technology-based small and mid-sized enterprises, the role government plays in financing, the behavior characteristics of financial institutions as bank and risk investment, characteristic of multi-level capital market and the role other intermediaries play in financing. This article compares and analyses the internal and external advanced experiences in supporting the development of high-tech enterprises, makes an in-depth study of the problems of difficulty in financing of technology-based small and mid-sized enterprises in Chongqing, explores the countermeasures of improving financial support system of technology-based small and mid-sized enterprises in Chongqing: to meet the capital requirements of each growing stage of technology-based small and mid-sized enterprises in Chongqing by constructing perfect financial support system, thus to boost the development of technology-based small and mid-sized enterprises in Chongqing.
