Due to the particularity of China, the scale of migration of floating population is far more large than other countries', floating population has become an important group in China, urban floating population is an vital part of this group, which is composited by those people who choose to leave hometown ( rural or urban ) and come into city to live for more than half year ( including half year ) . Wherever citizens live in our country, the government has responsibility of supplying public service to them in order to help them realize their rights given by laws, especially supplying public service to every single citizen equally. Moreover, Social Security is an important part of public service and Social Medical Insurance exerts an irreplaceable effect in guaranteeing the rights of the survival and development of citizens. Regarding to these reasons, urban floating population has the rights to enjoy public service supplied by government, especially to enjoy the same quality and quantity of Health Insurance enjoyed by residence of the inflowing area. Nonetheless, the reality is not the same. For a variety of complex reasons, urban floating population and residence of the inflowing area have large gap in enjoying of public service, especially in enjoying Social Security which includes Social Medical Insurance.Targeting to this social issue, this paper raises up the proposition—the balanced supplying of Social Medical Insurance between urban floating population and residence of the inflowing area, choosing Zhangjiagang City in Jiangsu Province as a study case, and trying to figure out the solution and summarizing the experience to help to solve this issue. At the first place, there is a representation of study progress in this area by several scholars from China and overseas. And with introducing the theory foundation of the government's responsibility of supplying Social Medical Insurance to citizens in order to remind the government and society that servicing urban floating population is an obligation of both of them. At the second place, in order to go far in this study, the author defines the definition of Social Medical Insurance, urban floating population and the balanced supplying of Social Medical Insurance between urban floating population and residence of the inflowing area. At the third place, combining the data from Bureau of Human Resources and Social Security of Zhangjiagang, the information from the interview of government employees and the first-hand data gathered by distributing questionnaires to urban floating population in several hospitals, construction sites, enterprises and communities, to understand the whole reality of social medical insurance enjoyed by urban floating population in Zhangjiagang and to find out problems. At the last place, to put forward some feasible countermeasures to promote the balanced supplying of Social Medical Insurance between urban floating population and residence of the inflowing area.
