Research On Difficulties And Countermeasures Of The Basic Medical Insurance System Of The Floating Population

Since reform and opening-up, our country is faced with two kinds of transition: one is the transformation from the planned economy system to market economic system; another it is from the agricultural, rural, semi-closed society to an industrial, urban, liberal society. Under the two kinds of transformation, China’s social and economic obtained an unprecedented development. At the same time, our society appeared to a large mass of migration. Floating population became a special and large group in China’s social and economic transformation period. In recent years, along with the rapid expansion of floating population, the Society and Government have paid more and more attention to problem of floating population medical security.Social medical insurance system give a protective umbrella to Floating population. It played an important role in preventing various disease risk which floating population faced,solving the trouble back at home and promoting the whole society’s Harmony and process. However the medical insurance system of floating population have still faced many practical difficulty. In the situation, aiming at medical insurance system of floating population, this thesis analyze the characteristics of floating population firstly, then discussing the practical difficulty and the root.After all, we take floating population health insurance transfer and long-distance medical problems as the main point, analyze the difficulties and the special reason. Finally, based on analyzing the experience, we put forward some measures to solve the two difficulties.In the first chapter, I provide the backgrounds and value of this research, then study the domestic and foreign existing literature and illustrate the research method of this paper.Based on analyzing the concept, characteristics, and classification, the second chapter emphatically introduced the present situation of medical insurance system of floating population in our country. The third chapter, analyzing medical security problems of floating population, point out some problems:healthcare system fragmentation, shortage of floating population, medical insurance transfer, long-distance medical problems,"blank clinic". Then, the paper analyzed present situation and the causes of the medical insurance transfer and long-distance medical problems.The fourth chapter, summarizing the exploration experience of typical area. About floating population health relationship transferring, this paper put forward the strategy of two steps,the first are: strengthen legislation, improve overall level, clear the overall fund transfer, establish central fiscal adjustment fund, strengthening the construction of social security information. Second is to bring about the integration of basic medical insurance system.The last chapter, this paper proposes some methods to solve long-distance medical problems:to enhance the level of overall medical insurance, improve the cooperation mechanism of long-distance medical problems, strengthen the public ethics of medical and health institutions and relevant staff, strengthening the management of long-distance medical problems, increase the illegal acts on the punishment.
