The Capability Construction Of Public Service Of Chinese Urban Social Insurance Agencies

ABSTRACT:Personalizing is an inherent requirement of social security public service, which is provided mainly by social insurance institutions. The capability of social insurance institutions influences the level of public service personalizing. At present, the social security public service are not personalized enough, which means cannot fully meet the individual needs of insured persons. To maximize the satisfaction of social security public service by individuals, there are several ways to improve service capability. Primarily, the social insurance institutions should be defined as service-oriented government and make personalizing as its objectives and guidance. Then, the capability construction of public service of social insurance institutions can be implemented in two aspects, internal management and external service. Such as, establishing the service concept, social Insurance Law enacted, enhancing the quantity and quality of human resources, building a unified and efficient organizational structure and operational mechanisms, taking a variety of service means, etc. Based on the personalized public service demand perspective, this paper's main object of study are the urban social insurance agencies. This paper believes that the way to enhance the capability of the social insurance agencies is to personalize their public service. So all the suggestions are aim to take measures which fully meet the individual demands.
