In recent years, with the increasingly changed surroundings, Qinghai oilfield Testing Company has become an important part in Qinghai oilfield technology service industry. Its internal and external surroundings, its own production and operation conditions have changed a lot after reform and reorganization. In early 2005, Qinghai oilfield company integrated each of its subordinates in the oil and gas units into its testing service team. Today, Test Company is made up of the original oil production factory test brigade, the second test team, test team of gas development companies, The test groups and teams of Leng Hu oilfield management department. It is a specialized oilfield technology service company, subsidiary to Qinghai Oilfield Company. After restructured, Test Company faces many challenges such as new personnel, new equipment, weak technical forces, single management form, greatly increased workload, increased operating pressure and so on. Along with the gradual implementation of the development goal named" built 10 million and preparing for another 10 million", Qinghai Oilfield Company increases about 300 producing wells every year. However, the main oil fields of Qinghai Oilfield Company have already reached a stage of the mid-late period and the most high water-cut stage, which has brought great difficulty for the later development in oil and gas unit. Test Company is the "eyes" of oilfield development, so how to assist each unit in oil and gas to increase its production will be challenging. Improving the low reserve in oil and gas production rate is the topic of each oil and gas unit, as well as Test Company, thus causing more and more workload needs in each oil and gas unit. After restructured, great changes have taken place in the internal conditions and external environment of the Qinghai Oilfield Test Company. The internal conflicts of it have become increasingly sharp, and its external surroundinds is more and more serious and complex. With the changes in the internal conditions and the external, the enterprise should predict and evaluate in the development opportunities and threats in the development from its own advantages and disadvantages and clearly know its mission, ensure its achievable goals, forming a specialized managerial mode which ensures the healthy and sustainable development of the enterprise. Whether the company can adapt to the new situation need is the key to the sustainable development of the company. This paper is proposed based on the meaning.
