Compensation management as a modern human resource management functions and a basic core, has been not only relatively simple with the traditional management functions.with the increasingly fierce competition between enterprises, enterprises have realized that human resources management,as a part of strategic management, began to focus on human capital strategic competition. Compensation management is more practical significance in improving human resource management for enterprises efficiency, thereby enhancing the competitiveness of enterprises. In recent years, with the further development of our market economy, monopoly state-owned enterprises keep increasingly high level of executive pay, which reflects management elements having the great contribution to the economic development. Monopoly state-owned is related with executive pay system and the social distribution of national interests, monopoly state-owned executive pay system existing many imperfections caused the majority of people questioned.This paper summarizes previous studies, based on qualitative research methods, state-owned monopoly to our senior management personnel for the study, and economics, management science in the theory of monopoly, to research on the evolution of executive pay and status of China's state-owned monopoly. Then author design the Chinese state-owned monopoly enterprises executive pay system, and finally, develop executive compensation policy recommendations about the monopoly state-owned enterprises.
