In order to guide and regulate the state-owned enterprises to implement the public accountability effectively, promote the development of market economy and maintain the economic order stability, The Government has introduced new laws, regulations and policies to guide and regulate this conduct and has achieved significant results, but there are still a big gap between the actual effectiveness of government regulation and the performance of the public duty for the state-owned enterprises. At the same time, it has triggered a series of new problems and caused lots of experts, scholars and the general public to pay more attention to it. Based on this background and current situation, this article attempts to focus on the public accountability of the state-owned enterprises from three sections. The first part is mainly related to state-owned enterprises overview of the theory of public responsibility, including the main content, characteristics and state-owned enterprises to perform the role of public accountability in government scope, content and significance. The second part mainly analysis the responsibility of state-owned enterprises to perform in public the role of government the status, points out the main results achieved and the main problems and analysis its causes in-depth. The third part mainly proposed the measures and countermeasures of the government to promote the state-owned enterprises to perform the public accountability from the experience of the domestic and foreign corporate social responsibility.
