With the continuous economic growth and social progress,the Internet era has come.Thereupon,every citizen can express his or her own views and feelings on the open platform of Internet.In the respect of taxation,as various changes and reforms have taken place,including the expansion of "changing Business Tax to Value-Added Tax",the deepening of the tax reform,the introduction of a series of preferential tax policies for small and micro businesses and new high-tech enterprises,and the launch of tax service measures,etc.,taxpayers set higher demands and more expectations to tax departments,which often makes tax departments the focus of Internet public opinions.In the recent years,the proportion of public opinions generated through traditional channels,such as telephone,letters,petitions,newspapers and magazines,has been declining;In contrast,both the number and proportion of public opinions produced from network platforms like Weibo,WeChat and forum has significantly improved.Hence,Tax-related network public opinion has become one of the key issues that the tax departments have to pay great attention to.This article will comprehensively apply the theoretical knowledge of social governance,public crisis management and communication to further study the current tax-related network public opinion management results through literature review and theoretical analysis.Meanwhile,it will take the management of public opinions on Nanjing state taxation system as an example,to elaborate the basic conditions,key features,and major methods,to analyze the existing problems and deficiencies in the course of work,and to explore the underlying reasons of these problems.Besides,it will make contrastive analysis about the typical cases of the management of public opinions of Nanjing state taxation departments and other units within the system,along with non-vertical administrative departments outside the system so as to sum up experiences and lessons.And on this basis,this paper will to some extent provide reference for the work of management of network public opinions towards Nanjing state taxation system,and will also put forward some reasonable and feasible suggestions to improve the work of management of public opinions towards Nanjing state taxation departments.
