After 30 years'reformation and opening China's telecommunication industry has become one of the pillar industries. With the restructured of telecommunication industry, the telecommunication business has formed the basis of telecommunication services market by the three big operators, supervisor independent of the business sector. The new framework of supervision authorities has done much fruitful work in the inter-communication, cost management and information security. However, compared with other countries, the telecommunication in China reformed in progress so fast, dynamics, and advance in the telecommunication reform legislation, telecommunications competition rules is not perfect, the overall reform is still in the implementation of the lack of appropriate and effective, market-oriented reform of state-owned enterprises has not been completed. The telecommunication market has not yet a fair and effective competition mechanism, many factors, the supervision on the way has experienced many difficulties and problems which impeded the further development. Therefore, telecommunication in China by separating the functions, and how effective supervision and to regulate the enterprise market competition, became telecommunication industry study new issues.Firstly, based on the SC province inter-communication, this paper introduced the conditions and characteristics of the development of SC province inter-communication and carry out the problem of the current market.Secondly, the author who was engaged in the telecommunication supervision work study several typical cases of inter-communication barrier made by market competition, from telecommunication industry natural monopoly characteristics, proposed government monitoring should be strengthened and the only way to remove competition obstacles in telecommunication market which moves toward the competition preliminary stage from monopoly.Thirdly, this paper analyzed the root causes for problems of inter-communication, based on the analysis of the reality of public telecommunication network inter-communication from the source of problems, this paper finds out the feasible way to solve problems, and gives advises and recommendations on the current problems of telecommunication inter-communication.
