The Research On The Problems And Suggestion In Chinese Government Charges

Government fees and taxes are two important forms of government revenue. Since the reform and opening up, Chinese government fees and charges was a marked increasing potential, however, institutional construction have not been upgraded in the transitional process, it resulted government fees and charges into unmanageable, this prompted criticism from the businesses and people, and have become one kind of community hotspot issues. Therefore, the choice of research of government fees is particularly important. In this paper, the use of economic, financial and other related theories, combines with an analysis of the actual charges, gives some proposals and measures about Chinese government fees and charges'reform. This paper is divided into four major parts:The first part:the analysis of the theory of government fees and charges. It starts from relevant theory of government fees and charges, including the introducing of the concept,character and nature of government fees and charges, analyzing the legality of government fees and charges, clearing the principle of government fees and charges, and revealing the meaning of government fees and charges.The second part:the analysis of the profile of foreign government fees and charges, summed up a number of effective practices.The third part:based on a large number of actual data, the analysis of the status quo of Chinese government fees and charges, in-depth discussing of the existing problems and the reasons.The fourth part:the proposals of Chinese government fees and charges' reform, including the system,tax and measures reforming.
