From January 1999, Ningxia Post Office has been operating independently, it issued performance regulations to evaluate the performance of basic units according to the competent authorities'performance methods each year. The performance appraisal evaluation methods have experienced from coarse-to-detail, from simple to complex, from simple attention to the scale of importance to the operation quality of the process of change gradually, focusing on financial accounting indicators as the main principal in order to establish a performance appraisal system. To confront to emerging management models and management concepts of the modern business management, the current performance evaluation system which focus mainly on financial accounting indicators, are difficult to meet the needs of modern enterprise management on the view from design ideas, its limitations of the performance evaluation system has some main parts such as its single link, breadth and deep to not be enough, there is an urgent need to introduce advanced scientific theories, re-optimize the design of Ningxia Hui Autonomous Region to evaluate the performance of the postal system.Firstly the article divided into three stage of independent operations evaluation system of performance appraisal history of Ningxia Post office in the first decades, and analyze each stage of the evaluation of performance appraisal system and carding, sum up its characteristics, to study its effects on business of the pros and cons of the development.Secondly, the article summarized systemically the overall changes and trends of performance appraisal system from Ningxia Post Office operated independently in decades, and analyzed the development of its business and the positive impact and the deficiencies of the system, also pointed out the main points of the optimal design.Third, with introduction of the Balanced Scorecard theory, the paper pointed out that the Balanced Scorecard theory has scientific theories guiding significance on some parts such as performance appraisal rating Ningxia postal system design solutions to optimize systemic design, corporate vision and development strategy and business development goals of convergence, the establishment of performance appraisal of the relationship between indicators and balanced the development of all aspects of business relations and other issues.Finally, drawing on the Balanced Scorecard theory, the paper try to clear performance evaluation system for appraisal postal optimization design ideas, from illustrate the development strategies with the corporate vision and draw a strategy map as begin, in accordance with the financial, customer, internal processes, learning and growth of these four levels, to reestablish the new index system, design criteria and evaluation rules, streamline the performance appraisal process, specifically the implementation. of key points to achieve the goals of Optimal design performance appraisal of Ningxia Post.
