An Analysis On The Circulation Of The Rural Collective Construction Land

Since reform and opening-up, along with the acceleration of urbanization in China, the region's demand for construction land is increasing, and because of strict restrictions on current land management system of rural collective construction land transfer, a large number of idle collective construction land is difficult to circulate, the supply of land for construction cannot meet demand. Quite a few areas began to explore the circulation of the rural collective construction land in 1990's,And the rural collective construction land of the formation mechanism has accumulated valuable experience, but it should be noted, the current collective construction land is still has many problems, and the theory behind the practice is also imperfect.In this paper, I selected Land Quota system of Chongqing as research object, based on the consolidated results of previous studies and then to carry on theoretical analysis in order to provide policy recommendations for the Chongqing which is the most feasible mode in collective construction land transaction.This article is divided into five parts. The first chapter is an introduction, this section first describes the transfer of rural collective land for construction related background and stated that its research significance, followed by the research object of this definition of the concept, the last of the full text of this research method and basic introduction to the structure and points out the innovations and shortcomings.The second part is the literature review and the related theory, the part of the first through the results of previous studies that our current management system of collective construction land, and the reasons for the formation of the inevitability of institutional change. Secondly, generalize the current land use pattern's problem in the experimental exploration of collective construction and pointed out to explore the significance of the collective construction land and endeavors. Thirdly general introduced the theory of circulation of the collective construction, such as land property rights theory, institutional change theory, principal-agent theory and the formulation of the relevant central and local laws and regulations. Finally, select the four most representative land transfer mode in China's collective construction land to review.The third part is the analysis of the Chongqing Land Quota, this part mainly analysis the Chongqing Land Quota system, According to an overview of the background and the specific operation of the mechanism, and then according to the practical experience of three years to summarize Land Quota system's advantages, such as protect arable land, increase farm income, homestead quit voluntarily with paid, market and so on.The fourth part is the Land Quota system in Chongqing urban land consolidation problems, some of the major outlines of the Chongqing urban land consolidation Land Quota system problems during the operation, and use property theory,institutional change theory, and the principal-agent theory to analysis these questions deeply. At last, it compared the Land Quota system in Chengdu and Chongqing, and then it pointed out the problems and future endeavors of the Land Quota system in Chongqing.The fifth part is the policy recommendations, it pointed out the principles that the reform of the Land Quota must obey. Then it also provide some policy recommendations under the guidance of theories.
