Research Of Non-public Forestry Credit Policy Of Zhejiang Province

The early 21st century, the State Forestry Administration suggested that the "free hand to develop non-public forest" as one of six prominent about the realization of the new century forestry development. After the collective forest tenure reform, non-public forest of Zhejiang province developed rapidly, the prominent contradiction between exuberant investment demand and lack of capital accumulation of non-public forest owners became serious, lack of capital was one of the bottlenecks that limited the non-public forest development. In the case that investment and financing system is not sound, forestry credit is an effective way of solving the difficulties. Thus, research the non-public forestry credit policy is important to non-public forest development , increasing farmers' incomes and the forestry industry structure adjustment.This paper researched small-amount credit loans, forest right mortgage, forest interest laons policy of Zhejiang Province systemly, combined with forestry production characteristics and rural finance development, based on the information asymmetry theory, rurual finance policy thoery, property rights theory, using norms and empirical analysis method, qualitive and quantitive analysis method, found out the existing main problems.Then established evaluation model, set evaluation index and assessed Zhejiang non-public forestry credit policy implementation effect, through on-the-spot investigation. That the study concluded:(1) Forestry credit policy and the characteristics of forestry production does't match, loan tome limit is short and tates is high.(2) Rural financial industry development lags behind.(3) Forestry credit policy system and institution building supporting is not perfect.(4) Generally, Zhejiang non-public forestry credit policy implementation achieved good econonic benefits, social benefits and ecological benefits.Finally, this paper gives perfect non-public forestry credit policy recommendations: Establishing perfect forestry credit policy system; Explore perfect forestry credit policy that matches the forestry production characteristica; Perfect rural financial service system; Establish the forestry guarantee system; Improve rural credit environment.
