After the Copenhagen World Climate Conference, low carbonization becomes an important developing trend of the world economy. Low carbon tourism is one of the hot topics, and forest tourism becomes very popular. This paper takes the Nankun Mountain as the empirical analysis to analyze how to fulfill sustainable development of forest tourism. Firstly, utilizing tourist area life cycle theory to analyze the development level of national forest Park, find out Nankun Mountain entered the consolidation stage. Secondly, take tourism destination dynamic evolution model to study the tourist environmental bearing capacity, which reflects that there is a big gap between visitors and the tourist environmental bearing capacity limit threshold so that most tourism attractions are not fully utilized. The author calculates human development indexes and finds that the local human development does not reach fairly well-off. Thirdly, tourism destination dynamic evolution model and human development indexes associated analyzing, which show that forest tourism development and the local social and economical development do not yet reach balance and realize sustainable development. Fourthly, to further enhance the sustainable development ability, take IPA to analyze the importance degree and satisfaction degree of tourism attractions and services, and some parts are high importance degree but low satisfaction degree, such as traffic situation, attractive landscape, internal transport, catering industry, dining environment, hotel health and so on.
