Logistics plays an increasingly important role in modern economic activity, further logistics information promote the development of logistics industry, many logistics information platforms appeared to provide services for customers in many areas in China. Heilongjiang is backward in logistics information. It seems much more important to construct the logistics information platform of Heilongjiang province in order to promote logistics development and economic construction. The paper analyzes the status of logistics industry in Heilongjiang province and the main problems of logistics industry, analyzes the demand of logistics information platform of Heilongjiang province, the necessity of its construction, the main user of platform and the information demand. According to the factors such as the status of logistics infonnation platform of Heilongjiang province, the demand of Heilongjiang province, the paper analysis and designs the system of the logistics information platform of Heilongjiang province, which includes the characteristics of the system, the function requirements, the design principles of function, the business processes and the data flows, the paper designs the software, hardware, database according to the performance and features of the platform. Based on the framework of the logistics information platform of Heilongjiang province, the paper analyzes three important techniques, which include online payment, cargo tracking, vehicle routing optimization, designs the main function of the three subsystems. For vehicle routing optimization problems, the paper is likely to optimize the path of vehicle with the improved ant colony optimization. The paper improves pheromones updating strategy, stimulating factor and the introduction of search hotspots. With the help of Harbin city map as the prototype and the Matlab software, this paper analog simulation in order to check the effectiveness of the improved Ant colony optimization. Based on the construction of logistics information platform of Heilongjiang province, the paper gives some specific advice in solving the technology problems of Heilongjiang province, aims at giving certain references and inspiration effects on constructing logistics information platform of Heilongjiang province.
