Heilongjiang Land Consolidation Project Funds Management Research

It's well known that,1800 million mu cultivated land is the deadline of food security in China. However, industrialization and urbanization have threaten the 1800 million mu cultivated land.Data released by Ministry of land and Resources,till March,21st,2008,We have 1825.74 million cultivated land throughout the country, decreased 29,0000 mu in 2007,which is the 12th year of steady decline.The land consolidation and rehabilitation is a main way to carry out the dynamic balance on the total amount of cultivated land at present. It can improve the arable quality,efficent arable land and agriculture infrastructure.Thus, land rehabilitation is an important task of Ministry of land and Resources, which guarantee farmland quality dynamic balance and it is a helpful way to control land construction in developed areas.Under such circumstances, more attention is focused on fund management of land consolidaton.This paper combines the theoretical analysis with the empirical studies, systematically investigate fund management of land consolidaton in Heilongjiang.It's based on the theory and foreign experience about fund management of land consolidaton. The auther also visited Wuyun town in Jiayin country of Heilongjiang province for inspection.This paper introduce the overview of land consolidation in Heilongjiang province, point out the existing problems, and put forward strategies in fund management, what's more, cited Wuyuntown for example.The research result is of certain reference value.The first part of the paper describes the background, demestic and foreign methods,and some theoreis about land consolidation funds.The second part presents some problems on fund management of land consolidation,such as planning and design divorced from practice, excessive construction, hasty revising bughet,lacking supervisor and auditing.The third part take the Wuyun town in Jiayin country for example,made a systematic research on case study.The last part puts forwards some strategies, as regulate and improve fund budget of land consolidation system and bid and tender system; strictly implement fund paid procedure;attach importance to final accounts of construction project and auditing; implement performance evaluation; regulate special funds calculation.
