Study On Land Developmen And Consolidation Project Management In The Process Of Industrialization

Land development and consolidation is the primary means of human use and transformation nature, it is the important measures in land planning and maintain balance of arable land. Management objectives from the project view, Land development and consolidation is not only pursue the quantity of new arable land, but also focus on improving the quality of cultivated land,agricultural production conditions and ecological environment improvement etc. At the present,China's land consolidation financing channels is single,awareness of land consolidation is not strong,planning and design is not in place,public participation is lack,the distribution system of property rights and interests is imperfect ,relevant supporting policies are not sound and other issues. Thus, in the administrative supervision of the management and market-oriented operation conditions, reform the existing management system of land consolidation is the direction and goals of the future land development and sustainable development, the land consolidation can be an important foundation for standardized operation also.In this paper ,through the literature review, theoretical studies, practical participation in land development and consolidation projects, from the industry and industrialization content's angle to explore the connotation of land consolidation project's industrialization, on this basis, analysis all aspects of the land development and consolidation project management,and take Shaanxi Provincial LuBoTan saline land development and consolidation project for example to practice the land consolidation.Main research are as follws:(1) Summary at home and abroad to open the land consolidation project management research, use of the land supply theory, the sustainable use of location theory, man-land coordination theory, analysis China's land development and consolidation of project management deficiencies, proposed industrial land and consolidation of China's development direction:enterprises to participate in land development and consolidation project.(2) Analysis the land consolidation project industry and the content, according to China's land development and the status quo, development strategies and relevant laws, under the conditions proposed industrial projects, land development and consolidation of China's problems; use of economics "game" theory relevant parties to create a land development and consolidation game model, analyze the enterprises to participate in land development and the necessity.Enterprises the game in response to proposed policy.Analysis of the process industry, the financing of rural land development patterns, and mode of operation.(3) In the industrialization process of land consolidation, the whole process of land development, land development and consolidation project, project construction, project acceptance, project management and post-project evaluation of the latter part management work system analysis and research, focusing on the establishment of the Land After finishing the project economic evaluation index system, use of the index evaluation method, fuzzy comprehensive evaluation method, and data envelopment analysis for land consolidation project the economic post-assessment.(4) Shaanxi Provincial a "balance of arable land," off-site development of pilot projects, but also a company of the nation's first model of "balance of arable land," land reclamation project-"FuPing land development and land reclamation LuBoTan Project" as an example to analyze its implementation of the project management systems, financing patterns and mode of operation, as well as the whole process, focus and project the ecological, social and economic benefit analysis, on this basis, use of the index evaluation method, after the economic evaluation, LuBoTan economic success post-evaluation M= 83.3%, showed that LuBoTan economic evaluation of land consolidation project to achieve the desired goals, an effective proof of enterprises to participate in land development projects substantial dividends.The research project provide a theoretical basis for the reform of land development and consolidation project's management system, effectively ensure the smooth implementation of the land development and consolidation project, promote the unified management of the land development and consolidation project, while it also have some guidance and learn on China's land development and consolidation project management reform's theroy and pratice.
