Under the influence of the financial crisis, the problem of employment is becoming a universal question. The governments of all country strengthen the public employment service (PEC) as a very important measure to make the employment work a great success and to promote employment and reemployment. The performance of public employment service directly affect the possibility of getting a job for the job seekers, directly affect the efficiency for the company find a right employee. Facing the complicated employment situation, building an integrated and normative public employment services'performance evaluation index system is of great significance for breaking through the bottlenecks in PEC's administration. They are helpful for innovation of the administration mechanism and improvement of PEC's performance.This article is divided into the following major sections: Part1:It introduces the significance of public employment services'performance evaluation index system and the current situation in foreign countries and our country; Part2: Chapter 2 overviews related theories and the logic frame; Part3: From the viewpoint of public employment services'function at home and abroad, chapter 3 sums up experience of the current study of public employment services'performance evaluation; Part4: Based on the feasibility study and the analysis to this paper title, this chapter applies the principle of balanced scorecard(BSC)to construct the index system of the performance evaluation on the public employment services'performance evaluation index system in China, which includes the financial perspective, the customer perspective, the internal business process perspective and the learning and growth perspective. Some related policies are also referred in this chapter, in order to build an effective and feasible Public Employment Services'performance evaluation index system.
