In the 1990 s, under the dual driving forces of social and economic development and opening to the outside world, China aviation transportation industry achieved rapid growth. In 2015, China’s domestic aviation market was ranked in the second place in the world, only next to the United States. The Development of air transport was better adapted to the development of China’s economic and social demand, and its service scope expanded unceasingly, which became a kind of popular mode of transport. Air transport, as part of the comprehensive transportation system in our country, has developed from the original subordinate status into an indispensable important force. In this research, A aviation Shenyang branch was set up by the head office under the background of market economy. In the process of its performance evaluation, the company used the original performance evaluation system, mainly to evaluate the economic interests of the company, but ignored the evaluation of service quality and employee learning and development. In consequence, while the earnings were increasing, the service quality was decreasing. Meanwhile, employee erosion was getting more and more serious. Based on these problems, the company began to recognize the inadaptability of traditional performance evaluation methods. The performance evaluation department was required to design new performance evaluation methods. Therefore, to establish a set of scientific performance evaluation system with industry characteristics has become an imminent matter so as to satisfy the needs of the enterprise strategy development, and to improve both the enterprise performance level and the enterprise core competitive ability.This research starts from the current performance evaluation system of A aviation Shenyang branch, analyzes its existing problems and reasons concerned. Focusing on the differences of its performance evaluation models from the head office, it makes a full analysis of the internal and external conditions of A aviation Shenyang branch. Meanwhile, A clear corporate strategy is mapped, the dimension indexes are decomposed by means of balanced scorecard, and the balanced scorecard performance evaluation system adaptable to A aviation Shenyang branch is established by using analytic hierarchy process(ahp) to determine the index weight. Next, this research makes matrix decomposition of the company’s balanced scorecard, combining its characteristics. The main department is divided into two parts of operation and security. The research analyzes the index weight from the perspective of finance, business, operation, and growth and learning in order to determine the department system and promote the accomplishments of A aviation Shenyang branch. Finally, in order to ensure the smooth implementation of the balanced scorecard system, it puts forward safeguard measures of the balanced scorecard for A aviation Shenyang branch.
