However, we can also see many deficiencies, such as town planning lag, lack of urban functions, transportation construction lags behind the development of new town and so on.This article starts from the new town related theories, such as the urban economics, development of the theory of urban spatial structure, and then summarizes the situation of new town study; Next, this paper shows an introduction of the case of foreign new towns concluding United Kingdom, France The United States and Japan, and a comparative analysis. Then again, Shanghai's urban spatial structure and the new towns' history and present situation and existing problems are summarized. Finally, this article makes a comparative analysis of foreign new towns and Shanghai new town, mainly from urban planning, urban functional integration of training and development in the Yangtze River Delta region, then, it summarizes the core problem of Shanghai new town, and puts forward proposals.
