The demand for coal increases rapidly with China's economic growth, then arrives the golden age for the development of all coal terminals and the boom of the coal wharf construction. In the "Eleventh Five-Year" period, there are 60 new coal berths constructed all round China, the comprehensive throughput increased by 347 million tons, of which 20 new coal loading berths was constructed in seven North Port with the comprehensive capacity increased by 1.8 million tons.The coal terminal is no longer the "bottleneck" of coal transportation since its rapid development. However, there will be a certain degree of a waste of resources partially and fierce competition exists between coal terminals due to the current market-oriented mode of operation. The development of the coal terminal has to answer the following questions:how to increase profit margins? how to attract more cargos? Improving port efficiency is undoubtedly the key to solving these problems. The coal terminal should focus on their operational efficiency in their own development process, and promote their sustainable development.In this paper, the efficiency evaluation of Shenhua Tianjin Coal Dock is studied using the DEA method,which is based on gray relational constraints, the data is selected from a terminal similar to Shenhua Tianjin Coal Dock, the data samples include the length of quay, quay depth, yard area, loading mechanical efficiency of 2010 as input indicators, a coal throughput is selected as output indicators to evaluate the relative efficiency of Shenhua coal terminals, and propose measures and suggestions on how to improve efficiency based on an analysis of evaluation results.Shenhua Tianjin Coal Dock could re-examine their position by its efficiency rating, they should identify gap between themselves and higher efficiency ports and found problems of the process of terminal construction and operation, optimize allocation of resources, improve management, enhance the overall terminal efficiency in order to promote their own development and growth.
