And these illegal land cases are always more or less related with local governments. So these illegal land cases in our country have rich administrative quality and their essence is local governments'violation of land laws. Especially in the last few years, the flame of developing economic in every city is very high and the land is more swiftly required. So with the advancement of economic, illegal cases of violating land laws are still again and again in china. For example, the ministry of land and resources found more than 131 thousand illegal land cases only in 2006.These cases involving land area is 100 thousand hectares.And the serious cases are almost related to the local governments. So in order to use land rationally, protect the cultivated land resources and ensure the society and economic sustainable development, we must restrain the local governments'violation of land laws.Because the officer are concerned with the local governments'violation of land laws, and the sorts of land laws'violation are various, when deal with these cases the handlers will face many difficulties. And so the local governments'violation of land laws has become the chronic malady of the social development. So we study the problem, it is important to management and control the actions of violating the land laws from the basic source. The research also has important significance to promote the development of economic.This article firstly sums up the research progress on the problem of violation of land laws at home and abroad. And define the purpose, significances, methods and technical approach of the study. We further study on the interrelated basic theory of the local governments'violation of land laws. Then we explain and analyze the modes, causations and harm of local governments'breaking the land law. Finally, we propose corresponding countermeasures and suggestions aiming at how to control and reduce the action of the local governments breaking the land law, at the same time, to reasonably use land resources. |
