An Empirical Study On The Influence Of Local Government Land Supply Behaviors On The Industrial Land Price

In recent years,with the rapid advancement of industrialization,the contradiction between land supply and demand has become more acute.How to realize the optimal allocation of land elements and improve land use efficiency has become an urgent problem to be solved.Based on the current contradiction between land supply and demand,this paper is based on 312002 land transfer data,socio-economic data of 280 prefecture-level cities in China from 2007 to 2016 and theoretical analysis,and we will construct local government land supply behaviors from the ways of transfer and benchmark land price and explore its impact on industrial land price by panel regression and spatial measurement methods.Firstly,fixed-effect regression analysis is carried out to analyze the impact of local government land supply behaviors on industrial land price,and regional regression analysis is carried out based on regional differences.The results show that: on the whole,the larger the proportion of local government industrial land allocation and so-called negotiation transfer,the lower the price of industrial land,the local government benchmark land price has a significant positive impact on the industrial land price.By comparison of regions,the impact of local government land supply behaviors on industrial land prices in the eastern region is basically consistent with the national sample regression results;in the central and western regions,the higher the proportion of industrial land allocation and so-called negotiation transfer,the lower the industrial land price,the local government benchmark land price does not have significant impact on industrial land price;in northeast region,the local government industrial land transfer method and benchmark land price have no significant impact on industrial land price.Secondly,the Moran index and the G index are calculated,and the Moran scatter plot and hotspot distribution map are drawn and the spatial correlation between the prefecture-level industrial land prices is explored from the aspects of global spatial and local spatial.The results show that there is obvious spatial positive correlation between industrial land prices at different levels and the trend is gradually increasing;industrial land prices have high-high spatial positive correlation,that is,there is a high value agglomeration,and it gradually strengthens with time;industrial land prices are high – high type agglomerations are mainly distributed in the eastern region,and low-low types of agglomeration are mainly distributed in the central and western regions.Then,using the spatial Dubin model for econometric analysis,the influence of local government land supply behaviors on industrial land price in adjacent areas is discussed,and the spatial Dubin model regression analysis in the eastern region is carried out.The spatial econometric analysis shows that the local government industrial land transfer method has no significant impact on the industrial land price in the adjacent areas,and the local government benchmark land price has a significant positive impact on the industrial land price in the adjacent area;the local government industrial land transfer methods in the eastern region have no opposite significant impact on industrial land price in neighboring areas,and the impact of local government benchmark land price on industrial land price in adjacent areas is significantly positive,and the coefficient is significantly improved.Finally,the paper puts forward the policy recommendations for the rational marketization of industrial land: local governments should reduce interventions during land transfer and make full use of market mechanisms to determine industrial land prices;reform local government performance evaluation system to reduce local government low-cost land supply behavior;the supply'optimization structure of state-owned construction land will accelerate the marketoriented reform of land elements;improve land use efficiency and realize optimal apacial allocation of land resources.
