China has as a whole stepped into the critical juncture of promoting agriculture by industry and lifting the development of country by city, as well as speeding up the transformation of traditional agriculture and following the path of agricultural modernization with Chinese characteristics. Compare with developed countries, the comprehensive development level of modern agriculture in our country is still relatively backward. The development of modern agriculture plays a strategic part in national food security, industrial structure reorganization and all-round sustainable social development, which is also an indispensible path to solving the issues concerning agriculture, countryside and farmers and realizing the modernization of agriculture. Our Party and State have attached great importance to the issues of agriculture, farmers and rural area which have been highlighted in the"No.1 Document of CPC Central Committee"of the years from 2004 to 2011, and repeatedly singled out to elevate the development of modern agriculture in important meetings and reports. In <<CPC central committee's suggestions on formulating the twelfth 5-year plans for national economic and social development, agriculture modernization ,as one of the major tasks in the 12th 5-year plan, should go hand in hand with development of industrialization and urbanization. Strengthening the construction of modern agriculture has its realistic significance to improve the overall agricultural competitiveness, balance urban and rural development and build well-off society in an all-round way. Zhanjiang, as a big agricultural city in Guangdong Province, is a city with the most arable land and the biggest agricultural output value, which possesses an advantageous condition to develop modern agriculture. With many years of development, Zhanjiang has made some achievements in this aspect, however, the level of modernization is not desirably high,and vigorously development of modern agriculture to a higher level is greatly expected.This article is based on the investigation of Zhanjiang modern agriculture, combines relevant document literature, and then summarizes the achievement of recent years. It also points out five following shortcomings of Zhanjiang modern agricultural development, weak infrastructure farming, low level of operation by brand name, standardized production and finishing, outdated agricultural modes of productions, low efficiency of rural farmer organization and low educational level of farmers. Meanwhile, it analyzes the advantages in climate, natural resources, traffic and technology, and opportunities and challenges in details, which fully displays Zhanjiang's advantageous conditions to develop modern agriculture. In addition, it analyzes the practical experience of modern agricultural development in the United State, Holland, Japan and other developed countries, as well as Weifang in Shandong, Dalian in Liaoning and other developed areas at home, which are the best example for Zhanjiang modern agricultural development. With the above analysis and lesson drawn from other areas with advanced modern agriculture at home and abroad, Zhanjiang should work out a distinct development strategy, set up goals for development focusing on core objectives of increasing farmers'income and sustained agriculture development. The following coping policies and suggestions should be prioritized: creating a modern agriculture development mechanism, provides a powerful guarantee for modern agriculture development; second, improving the agricultural production conditions and ecological environment; third, optimizing industrial structure and layout, promoting specialized and scale development of modern agriculture; forth, further implementing the strategy of promoting agriculture by means of science and technology innovation, accelerating the establishment of a new agriculture science and technology innovation system; fifth, improving organizational strength and promoting agricultural production management; six, training new farmers, preparing reserved talent for modern agriculture development.
