The Research On Performance Evaluation System Of Transportation Budget Projects

Now we have few research about performance evaluation system of transportation budget projects,hasn't form relatively perfect and systematic evaluation system yet. Therefore,this article, as the title of "The research on perfect performance evaluation system of transportation budget projects",attempt to explore a set of basic ideals and technique methods which suit for our performance evaluation of transportation budget projects,with the purpose of establish a perfect performance evaluation system of transportation budget projects as soon as possible.This essay based on public finance theory,the theory of economic responsibility , public budget theory and new public management theory, I analyses thoroughly some western's practice and the current situation of the research of performance evaluation system of transportation budget projects.compare that to raise some exist problem of performance evaluation of transportation budget projects.and based on this ,apply Index design method of Values-Goals-Objectives-Criteria and Standards to performance evaluation of transportation budget projects creativity.Using the western developed countries ' experiences for reference to focus on performance evaluation system of transportation budget projects,puts forward these four evaluation field such as Fund management assessment ,Project construction and management effectiveness evaluation, Project the environmental impact assessment and Social and economic benefit assessment.In line with the methods logic thinking of Values-Goals- Objectives-Criteria and Standards,I summarized contemporary mainstream social value,explored the relationship between transportation budget projects and mainstream social value,and worked out a set of national index system of theory and measurement. according to actual investigation,I use the case freeway by qualitative and quantitative analysis and the analytic hierarchy process to prove the theory that the research of this article and the index system which need to improve.It turns out that the study of this paper will be a favorable promotion to the development of further works on carry out performance evaluation.At last, In order to further improve transportation budget project performance evaluation system, the essay on perfect legal system construction of performance evaluation system of transportation budget projects,construct poly-pattern of performance evaluation management accountability mechanism, establish effective performance evaluation result applied mechanism and build traffic budget projects aspects of performance evaluation database is proposed.This creative use of Values-Goals-Objectives-Criteria and Standards Index design for the project was constructed theory of performance evaluation index system, and by AHP and Delphi method to determine the index weight, the final scoring model by combining the results of performance evaluation .
