Highway transportation set up a bridge between the various modes of transport. It can be said that highway transportation in the comprehensive transportation system not only play a "capillary" effect, but also is the transportation "artery" between cities,and regional. As of 2009, China's highway mileage has reached 3.8608 million km; the expressway mileage is 65,100 million km. In 1998, there was only one expressway in China, but 11 years later, the expressway mileage is the world's second. It can be seen that the development of highway transportation is so fast.Performance evaluation can make an objective, air and accurate and comprehensive evaluation to operational efficiency of a period by use of mathematical statistics and operations research, mathematical method. With specialindex system, it also make qualitative and quantitative analysis in accordance withcertain procedures. Performance Evaluation of highway transport, can know the current actual status of road transport, identify the potential problems, resolve themin due course, confirm a clear direction, so as to promote the development ofhighway and play its role greatly.In order to make the highway transportation further adapt to China's rapid economic development and the requirements of integration into the world economy, under the guidance of scientific development concept and the idea of sustainable development concept, in this article, through systematic analysis of the development of highway transportation development status and characteristics, analysis highway transportation performance all kinds of factors, then from the quantitative point of view to establish the highway transportation performance evaluation index system, development the relevant statistical indicators for computing highway transportation performance indicators, the scope, established the evaluation model, then made comprehensive evaluation to Highway transportation performance and to the road transport development process. It provides a scientific theory basis for the highway transportation faster and better development, also for improving the management level of highway transportation.According to t the index system and evaluation model, did a comprehensive evaluation to the highway transportation performance about the year 2002-2007. The results of the index weight show that the high way transport service level index is greater. Passenger line density, the proportion of technical grade highway, density of road network and so on,the index weigh of hese indexs are greater, were 0.16,0.13,0.09,0.09,0.09. The results of highway transportation performanc gray multi-level show that highway transportation performance during 2002-2007 is rising.
