Research On Risks Early Warning Of Internet Lottery Sales System

Over the years, the Internet has been the game battlefield between the regulatory authorities and lottery sales site. September 2010, Ministry of finance lifted a ban of lottery sales on Internet, even though increasingly attention has been paid on a variety of internet lottery sales risks, the research on internet lottery sales risks were less. Therefore, based on this background, the paper has both theory and practical meaning when identifying the risks of internet lottery sales system and doing early warning research.This paper firstly reviewed the literature related to lottery sales, established lottery sales system and internet lottery sales system framework; sorted out relevant theory on risks early warning, summarized the main methods of risks early warning identification and risk assessment, determined which methods to be used after comparing their pros and cons; sorted out risk issues of lottery sales on internet. This paper effectively identified risks of lottery Internet sales system through FMEA, and assessed risks early warning models through fuzzy comprehensive evaluation, and drawn the following conclusions:(1) risk identification stage, the paper identified eight categories risks of internet lottery sales:data security risk, payment risk, qualification risk, funds security risk, social risk, financial risk, management risk and market risk. The first four categories are Internet lottery sales system's own risks, the other four are other risks caused by Internet lottery sales system.(2) The paper analyzed the potential types of risks model, risks causes and risks effect, and identified RPN value range. Potential risks which are urgent need to deal with according to RPN are the following ones:hacking, misappropriating lottery funds to private lottery and lottery sales crossing regions.(3) Internet lottery sales system's fuzzy comprehensive evaluation value is 2.93, in the middle range of risk, needed close monitoring and prevention.This article came up with suggestions from security, lottery sales cross-region and private lottery preventing, providing recommendations for the lottery authorities' decision-making.
