With the acceleration of the global economic intergradations, competition among enterprises is becoming more and more intense. As the proportion of human resources strategy increases, human resources are becoming the key to the survival and development of enterprises. The factor of human being is playing an increasingly key role in attaining strategic goals of enterprises. Only those who can attract cultivate and retain talents/qualified personnel will possess the initiative in the competition, thus having the powerful core competitiveness of enterprises.Aiming at Tianjin Jin Qi Real Estate (Group) Company (hereinafter referred to as the Jin Qi company), this paper is to analyze its strategic need of the human resources management system and its problems, find the corresponding solutions, thus formulating its strategic human resources management system.First, this paper is to analyze the industry, environment and the strategy of Jin Qi Company, thus putting forward its human resources strategy, mission and goals.Second, based on the analysis of its current situation, this paper is to identify some problems concerning its human resources management, especially the design and operation of its system. This paper also summarizes its problems after probing into the work of the managers and staff in Jin Qi Company. By analyzing the problems of its human resources management system, six operational modules are formulated, which can match the Enterprise culture in the application.Finally, based on the findings, implementation plans of the modules are optimized in accordance with the advanced experience of international human resources management and guidelines, human resources management system with processes of the system design approach, each module in the system to optimize the implementation of the program, a system and procedures, and standardized operating procedures to meet the needs of system operation, development of corporate human resources planning and implementation of the program, put forward the process of program implementation should be noted that various aspects of the optimization of the company human resources management system, the optimal design of human resource management system has certain forward-looking and strategic level.
