The old-age insurance system plays a vital role of social security system ,also is related to economic development and social stability. It is stabilizer and relief valves of social economic development. As current endowment insurance system is not perfect and there exists two different managerial system and institution, which not only give rise to theoretical conflict but also sharpened social contradictions. Recently this question is frequently discussed and the government began to ease this contradiction. The influence of institutional reform is exerted to the pension level of people, but also to the sustainable development of social welfare system. Constructing an old-age insurance system with Chinese characteristics plays a vital important role in safeguarding social stability and coordinated operation.This paper from exteriority to interionority carefully analyzes formation reasons,system differences and all kinds of effects of Chinese dual pension scheme from the view of history and reality. Then put forward the methods and countermeasures of reform. Firstly, stating historical development of enterprises'and civel servant's old-age security system. Then summarize that dual pension scheme is the result of progressive reform and reform asynchronous, contrast difference between two systems. Secondly, comprehensive analyzing result of this model from economic and social aspects. By selecting specific data index and constructing mathematical model further explained that this model expands the endowment treatment gap of different social groups and unable to realize social welfare maximum. In addition, although this mode also make positive effect, but more causes negative effect such as the social fairness,management confusion and so on. It is unfavorable to social stability and economic development. At last, incorporating abroad known research theory and practice of old-age social security system, design a concrete plan to improve current old-age insurance system.
