In recent years, Zhejiang tobacco business system fully carry out the cigarette distribution center construction with the operating body of the municipal tobacco companies strictly according with the requirements of the "State Tobacco Monopoly Administration's suggestion on the construction of logistics distribution center of cigarettes of the tobacco industry during 'Eleventh Five Year Plan'" (National Tobacco Account [2006] No. 425). However, facing the development strategy requirements of the implementation of the entire industry including ?cigarettes on the level? and ?accelerating three transformations? and so on, there are still gaps between the status of cigarette logistics construction and requirements of modern logistics system including "advanced international and domestic first-class, reasonable layout, efficient economy, " and " a transformation from traditional business to Modern logistics" mainly reflected the high cost of distribution and logistics. The core problem is there is no science planning to the distribution lines. This article made the cigarette distribution of Wenzhou tobacco distribution center as a study case and established a balanced distribution workload as a model. And it designed the optimization system of traffic distribution lines of logistics distribution center using the latest GIS technology in order to solve the optimization problem in tobacco industry.This article firstly introduced the status of study on VRP about traffic line and did a analysis and comparison to the present various VRP algorithms. Then it summarized out the solution ideas of the traffic distribution lines of logistics distribution center of tobacco industry .Secondly, combined with cigarette distribution's actual workload, this article researched Sub-algorithms and modes for traffic line division based on a balanced distribution workload. The algorithm is based on the existing distribution VRP algorithm and distribution of tobacco logistics distribution center and line definition of the process of division of the workload of the five basic principles, proposed the establishment of lines based on the principle of division of the workload balance of the mathematical model, and the mathematical model Verification. Finally, combined with optimization lines of cigarette traffic distribution of Wenzhou tobacco logistics center and GIS system integration, this article completed the construction of the rout optimization of traffic distribution of logistics distribution center. Now, the system has been the use of the actual and played good results in the rout optimization of traffic distribution of Wenzhou tobacco logistics distribution center. Wenzhou, the level and distribution of cigarettes will be from 34 optimized for line 33, cycle through the GIS technology and distribution lines and distribution lines have also been optimized, the daily workload among the various lines have done the corresponding balance adjustment, a difference of less than 30 %, the result of the distribution center leaders praise.
