Study For The Building And Risk Control Of Hubin Road Project In Xuan Cheng City Based On BT Mode

Apparent decline in the economic background, through the construction of infra-structure investment to promote economic growth and stability become an important means of economic situation. However, the construction of urban infrastructure financ-ing needs of the huge shortage of funds and the formation of local government financial conflicts, the BT (Build-Transfer, that is, the building-transfer) mode, more and more construction of non-operation of local government infrastructure projects and the choice of program. In view of the domestic mode of BT provided little basis for legal policy, the Shanghai Baoshan Iron and Steel Engineering Construction Corporation, a pressing concern for opportunities in the market at the same time how to guard against market risks, and explore the BT model of the program elements to open up the market and risk control methods to achieve controllability of the risks of the project, models of reliabil-ity, as well as applicable laws and regulations to follow, with a view to future invest-ment and financing mode of BT practice for reference and reference.The article, starting from the emerging background and current development situa-tion of BT mode, explains the basic concept, the policy basis in China and the risk management method of BT mode. Taking Hubin Road Project in Xuan Cheng City as an example case, the study is carried out on the issues and questions encountered in the initial stage of the development. The article gives the analysis and explanation on the issues ranging from preliminary investigation, feasibility study to investment plan, fi-nancing based on the example case, and offers a performance solution for the problems occurring during development stages for BT project. Besides, the article also establishes a risk evaluation model and carry out a quantative risk evaluation for the BT project by using relevant risk identification and evaluation methods. Process control is carried out after the pre-caution evaluation. The article also lists all the strategies adopted for the risk prevention and control in the initial stage and during the construction and tak- ing-over. Meantime, the article generalizes the research results and put forward views and suggestions on market developing based on BT mode.
