| PPP(Partnerships Public-Private)is a public-private partnership mode,is a kind of government and private capital on social infrastructure and public utility construction and related services for the model of cooperation.The government and the private sector cooperation through PPP financing mode,play both advantages and risks,the more important is that it can effectively alleviate the financial pressure of the government,from this point of view,the financing mode of PPP to a certain extent solved such as road similar municipal infrastructure project financing difficulties.And the government,the public and private investors will benefit from the "triple win".However,this kind of PPP project financing,financing scale,construction period is long,the relationship is complex,so it is also facing a huge risk.For each participant,it is necessary to thoroughly evaluate the potential risk of the whole financing project.In recent years,many western scholars began to PPP project risk analysis research work,a large number of comparatively little research in PPP project financing risk in our country,especially the few studies on how to quantitatively evaluate the risk,and from other financing mode to the reference evaluation method is difficult to apply.This paper is based on the current situation,develop special needle effective and feasible for PPP project financing risk control measures,in order to facilitate the future can help the participants in the PPP project and should effectively evaluate the project risk.This paper selects the C corporation’s Tianjin road construction PPP project as a case study,with the method of PPP project financing mode and project risk management as the basis,analyzes the main risks of such a city infrastructure PPP project financing factors,the establishment of PPP project financing risk index system;multi level further quantitative analysis PPP project financing risk and establish the risk fuzzy comprehensive evaluation model. |
