The Research Of The New Rural Construction Of Socialism

The fifth plenary session of the Party proposed the great historical mission to build a "new socialist countryside", In the following five years, the central had an overall arrangements to the new rural construction of socialism with number one file form. Since 2006, around two cross policy of the construction of new countryside, Yueyang City focused on establishing construction planning,promoting the demonstration village, and strengthening the rural industry cultivation. Its new rural construction has made remarkable achievements, but compared with the demands of the central, and the farmers' expectation, the new rural construction is still a long-term task.Through investigation and research, this paper finds the methods and ways to the problem on new socialist rural construction to balance urban and rural development, increase farmers' income, promote the harmonious, and provides the theory reference and the policy basis to promote the new rural construction of socialism with better and faster development.This paper consists of four parts:in the first part, it clarifies the researching background, meaning and purpose, then it introduces and reviews the domestic and international research dynamic, and establishes the goal of this paper and its researching methods; In the second part, it put forward the goals and principles of Yueyang City's new rural construction of socialism, analyses the construction of new rural construction target system, then it comprehensively analyses the situation of Yueyang City's new rural construction of socialism, It mainly includes the measures of constructing new countryside, the achievements and the existing problems, and it makes a basic evaluation on Yueyang City's new rural construction. In the third part, from the analysis and summary of the successful experience of domestic and foreign new rural construction,it extracts valuable experience to Yueyang City's new rural construction; The fourth is the key part of this paper, it proposes countermeasures of further push forward the new rural construction of socialism in five aspects:fostering and strengthening local industry, widening the channels of farmers' income, optimizing the rural residential environment, developing rural public utilities, strengthening rural autonomous ability. then it put forward the main path of promoting new rural construction of socialism from three aspects: the innovation idea, the innovation mechanism, and the innovation mode.
