Can the Government effectively implement the rural policy or not is an important sign of the Government can deliver its own commitment or not, and is also a very important test to the administrators. Effective implementation of rural policy is the fundamental requirement of promoting agricultural development and safeguarding the interests of fanners, and building a socialist harmonious society. Only by carefully ensuring the effective implementation of the policy can we fundamentally change rural visage after a period of hard work. Whether we can successfully facilitate this process, which depends on whether we can timely correct the strategic deviation, but also depends on whether we can effectively prevent bias on micro policies operations.In this thesis, I took Yueyang, Hunan as the example, overviewed the implementation situation of the rural area minimum livelihood guarantee policies of the city. Through this case study, I analyzed and concluded the experiences and lessons learned and existing problems of the counties of Yueyang in implementing minimum livelihood guarantee policies. And I also summarized various kinds of problems such as the scope of the polices implementation is too narrow, the level of guarantee is too low, the level of urban-rural split is too different, the computing way of incoming is less scientific, world system is imperfect, institutional settings are not uniformed. Etc.In this thesis, I referred to the advanced experience from domestic and foreign cities on the implementation of the minimum livelihood guarantee policies, and combined the reality of Yueyang to the deep discussion of the issues of the implementation of the rural area minimum livelihood guarantee policies from the angles of system and institution, presented relevant suggestions for comprehensive enhancement of local government’s management capacity:Firstly, Establish a unified minimum livelihood guarantee system, and take regional differences into account during this process; secondly, improve the organizational and institutional establishment of the rural area minimum livelihood guarantee work, enhance the government’s level of assistance; thirdly, broaden the channel of collecting the funds of the minimum livelihood guarantee system, clearly define public funds responsibilities of governments at all levels; fourthly, make minimum livelihood guarantee standard scientifically, establish and improve the exit mechanism of minimum livelihood guarantee system; fifthly, strengthen the legal construction of minimum livelihood guarantee system, Increase penalties for potentially fraudulent behavior.
