The sharp exacerbation of global climate has become one of the most serious challenges for human beings. The frequent occurrence of earthquake, landslides and other geological disasters, together with the rise of sea level and the glacier melting, has sounded the alarm for the whole human race. During the factors which lead to the exacerbation of the environment, global warming caused by the greenhouse gases has become one of the major threaten elements for the survival of human being and the sustainable development socio-economic. Since 1750, due to the impact of human activities, the gas concentrations of carbon dioxide, methane, nitrous oxide and other greenhouse gases in the atmospheric have increased significantly. In 2005, the gas concentrations of carbon dioxide in the atmospheric reached 379ppm. This is far beyond the concentration range that was recorded by the ice core technology since sixty-five million years before. According to various studies in the past 50 years, we can confirm that the rising of the global average temperature is probably due to the increase of anthropogenic greenhouse gas concentrations.According to FAO statistics, greenhouse gases released by tillage is 30% more than that released by anthropogenic greenhouse, equivalent to 150 million tons of carbon dioxide, which is the second most important source of greenhouse gas emissions. Therefore, under this situation, we urgently need to focus on the development mode of modern agriculture and explore new mode for agricultural development. Low-carbon agriculture is an efficient agricultural production mode, which reduces carbon dioxide emissions and protects the environment by reducing the consumption of the high-carbon energy, enhancing the existing production methods and using reasonable farming patterns. In this way, the social and economic benefits can be improved. Choosing low-carbon agriculture is the inevitable choice for human to reduce the emission of carbon dioxide and to achieve sustainable development.Based on the collection, statistics and analysis of the exiting data, this paper learns the practice and policies of developed countries in low-carbon agriculture and interprets the current and prospective situation of the development of domestic low-carbon agriculture, and then, presents efficient ways for the development of low-carbon agriculture in Shaanxi province. The analysis shows that:1. Low-carbon Agriculture is an important component of low-carbon economy strategy, the essential way of developing modern agriculture, and also an effective way to ease the shortage of resources and reduce environmental pollution. Low-carbon agriculture is the trend for the whole world and is an inevitable choice for China.2. Shaanxi, as one of the world's largest apple producing areas, is also China's largest processing and export base of apple juice. It accounts for about 60% in China's annual export volume and about 36% of the global market. To maintain such a good development trend and overcome the "green trade barriers" which are set by the developed countries, we should consciously improve the quality of agricultural products in our province and develop low-carbon agriculture to adapt the needs of modern society.3. The current situation that the production mode of our country relies on smallholder economy, energy-intensive industries play an important role, fertilizers and pesticides are greatly used and technology level is backward, limits the development of low-carbon agriculture in certain degree. Based on this situation, this article analyzes the policies for the development of low-carbon agriculture. Namely, government should provide various regulatory policies to promote large-scale land management and guide farmers use chemical fertilizers and pesticides in a reasonable way and problems of agricultural waste should be solved also. About science and technology, researchers should focus on their researches and at the same time the township should increase scientific communication channels. In terms of production, it should highlight the development of green food and organic food production, develop high value-added agricultural products and highlight the development of rural tourism.
